Letter to Daniel VALOT

Law concerning New Economic Regulations (NRE law) and Global Compact

For the attention of Mr. Daniel VALOT
Chairman of TECHNIP’s Group Works Council

Paris La Défense, May 7, 2004

Subject: Group Works Council meeting on 11 May 2004

copy to: Mrs. Anne DECRESSAC, Senior Executive Vice President, Human Resources and Communication

Sir,

Please find below the list of items regarding social issues that we ask you to include in the agenda of the meeting of the Group Works Council scheduled for 11 May 2004.

Law concerning New Economic Regulations (NRE law)

The Company is required to publish information regarding various issues, including the following in particular:

-  local impact of the company’s operations regarding employment and local development

-  relations with Vendors:
* scope of subcontracting
* promotion of the provisions of ILO’s conventions towards Subcontractors
* compliance of the Subsidiaries with ILO’s conventions

-  relations of the Company with:
* educational institutions
* environmental NGO’s
* consumer groups
* impacted populations

-  local development in foreign countries: impact of the Company’s operations on local development and local populations.

In which documents are these items of information published?

Global Compact

We have noted with satisfaction that the Company subscribed to the Global Compact initiated by the United Nations. Executive Management’s commitment to support the nine principles set by the Compact is a major step. We wish to know which actions Technip has taken to enact principles concerning Human Rights, Labour Standards and Environment and we wish to be transmitted the report describing such actions.

Have any actions been taken regarding freedom of association and organization of employees in all the foreign subsidiaries in the Group?

We consider that an affirmative policy should be adopted to promote these rights. We propose that the Group’s management should transmit a message to all employees in the Group to inform them that the Company is ready to acknowledge any creation of an employees’ organization in any of its subsidiaries and to discuss setting up of minimum social standards in the Group (same salary bracket for the same qualification or diploma, occupational medicine, medical care, retirement pensions, etc.).

We also propose that Technip should contact all the employees union confederations in countries where the Group has entities to inform them of the interest taken by Technip in having union representatives representing employees in each entity of the Group.

Awaiting for the Group WC meeting,

Yours faithfully.
